It's no secret that managing discount agreements requires time, resources and sophisticated tools. Roaming Managers are required to focus the bulk of their attention on the TIER-1 connections while TIER-2 and TIER-3 connections are often left unmanaged. Further, small-medium sized Operators may not generate the required minimum traffic volumes to obtain discounts and smaller volumes do not justify the efforts of setting up a (bilateral) discount agreement.
